I walked past this sign back in October.
"Thanks," I thought to the anonymous artist, but I wondered how they knew I'd be lookin' good when I walked by.

mirrors in the tree angled to a telescope and crank bored into the tree to turn the sign if not applicable.
just a guess. :)
Probably it changes its message for whoever walks by. Technology, even for random street art, is pretty amazing these days.
